Miranda is important as she was TIM's number 2 in your cell operation to both you and him. Therefore, she kind of was important. We get to discuss the Lazarus project in ME3.
Garrus and Tali are important in both games. Garrus we get to see what Shepard's effect can have on people that need direction. Garrus is a spitfire, young adolescent trapped in a man's body that doesn't know where to go in his life. He wants to be the good guy and isn't certain how to go about being the good guy. Based off of your interaction you can change who he becomes. He isn't really a turian by most standards because he disagrees with how most turians operate in his society. He gave you wonderful information about them in ME1, but in ME2 we picked him up because he needed a purpose after his team was killed and he wasn't going back to Csec anytime soon. He also wasn't going to become a SpecTRe anytime soon. Shepard gave him a purpose in ME2 but the problem was unless you romanced him you didn't really get to have any conversations with him.
Tali was important to the story of ME1 as she got the game going through her having the intel to implicate Saren as a traitor. Not only that, but Tali at a young age proved useful to Shepard and she was on her pilgrimage. She acted as a very good way to give Shepard a lot of new information on the quarians but aside from that not all quarians need to go on a mission to stop the geth and Saren, but she knew she could find information about the geth if she went with Shepard. That's why she went with Shepard as opposed to she just tagged along. In ME2 she was important to Shepard who wanted familiarity in their work because they may not trust Cerberus. It also brings Shepard more understanding of quarian technology as shown by her upgrade she was able to give the Normandy and we learn more about quarian culture and society again through her.
I'm sorry, but Miranda, Garrus, and Tali are not disappointing characters at all.
Grunt isn't so much either. He wasn't certain whether or not he fit with the krogan as a tank bred. He was learning about his race as he was living his life. Grunt was also not who you came to get, but Okeer was. You dealt with a complete unknown in this instance. Grunt was also voiced acted well which is what saves him from being a total letdown. Grunt is essentially Garrus for the more Renegade option.
