I completed Questionable Beliefs before A Bitter Pill. At some point in there I returned to the Hawke Estate in Act 2 and Isabela had some flirt options due to flirting with her once before. I denied her, and she left. Later, I had the conversation with Fenris in which I should have had the option to invite him to stay at the house, but it never showed up. I'm pretty sure I messed up the romance at some point, but I have Fenris at 100% friendship and have selected all the available flirt options with him. 

I have tried using runscript zz_fen_debug, but nothing seems to have any effect. No conversations start, etc. 

Is the romance lost? Am I missing something?

Fenris' romance can become bugged when you flirt with Isabela. Even when you don't sleep with her, her showing up at your place can screw up his romance.
