It all depends on the mission, but if I had to choose who to collect first, it'll be Garrus and Legion.

James and Garrus + Shep soldier, no question about it.

I tend to bring along a "mission specialist", someone who has some experience with regards to the planet (say, their homeworld) or the enemy (I tend to take Tali for Geth missions) or just the mission at hand. The other slot is usually filled with someone that can handle whatever I'm missing. If the mission specialist isn't a techie, I bring one, or if they're not a biotic, I bring one of them.

ME2 had so many squadmates I often wished I could bring one more. Always felt like I was forgetting someone, but alas.

Edit: If I'm just wandering the Citadel, I tend to bring Garrus since he was with C-Sec and knows a lot about it. I also tend to take him quite a bit as either the specialist or the second slot, just because I like his character so much.

I'd like to use all squadmates but will probably use Ashley most of the time (to make up for not being in ME2) and rotate the other squadmate position, although, I doubt I'll use Tali or Liara much. I'll definitely give Vega a go aswell, which is convenient seeing as he's one of the first squadmates available. In fact, I'm really looking forward to try all of the new squadmates.

Probably Liara and Tali.
But.. it's not optimal as I'll either play an Engineer with a shotgun or an Infiltrator with a shotgun. I do really want Tali with me though so I'll probably just go along with that anyway, but I hope she has different abilities I wouldn't have (I'd rather have three different specialized characters in my squad)

Given the limited squad options i'll work them into an order of which i dislike least and proceed to decide from there on a mission by mission basis based on what feels right for the Shep i import.

 Probably going to pick Ashley and [spoiler removed ] with me.
I enjoy Ashley a lot in ME1, she was very useful in all situations.

Some of the new characters seem very interesting, if nothing about them is changed from the leak.

There's no permanent member on my crew, everyone is getting a shot at combat. I'm hoping Legion returns as a squadmate
