Snake at the end of MGS 3 - as he listens to Eva recording about truth behind the Boss you could every part of him that loved his country...just die piece by piece. Peacewalker just revisits this whole thing.
What would pull a tear out me would having to do what need to be done on a partial huskified child. The same ala... something line Dom and Maria in GOW 2 or how for anyone of you Justice League Unlimited and Batman Beyond Fans.. How Batman sat with the child Ace till the end got her to reverse everything...
yeah something like my very well pull a tear out me... at that much bad ass in the world not get choked up on something like that.
For some reason Mordins Loyality mission... just to hear how much Mordin hates himself or hates part of himself because of the genophage. How it just killed a part of him that gets me too.

I was going to build you the house on your home planet like your dad promised, I thought we had time! We could've adopted a kid. Tali, honey don't leave me." Tali's shaking hand reaches to her other hand as she tries to pull the glove off but she's so weak, she's slipping. Shep reaches to her hand and rips the suit at the hand showing her little hand as it reaches up and very lightly lays on sheps cheek as she smiles. "Oh my (whatever the quarian word for love is), shh shh, we'll see each other again. Now go save the universe my soldier, that's a order Commander." Tali says as both of them have tears on their face.
Shep leans down and kisses her as she slowly slips off to death. Shep stands whipping tears from his face as he runs his hand over her face closing her eyes as it shows her face once more with a smile on her face. Shep picks her limp body up in his arms as he walks through a crap storm of bullets flying past his head as Garrus and Vega cover you as you walk to the shuttle not caring of the bullets flying past his head. As they make it to the shuttle and it flies back to the normandy it shows Shep sitting on the bench in the shuttle alone with his head hung over his lovers body in his arms.
yea something like that might make me shed a tear...

If she left such mark in your soul, you at least could try to remember her name. Or at least callsign - Foehammer.
Regarding TS question: hard to say, I rather "live" certain moments.... ehm... "momentarily" while they happens other than "experiencing" them constantly. Maybe it is mood related, I don't know.
Not to blame Bioware, but most characters now (not only in games, but in movies or books too) are flat and single-sided. Hard to really sympathize them, especially when you remember "characters of old". I say again, not to blame Bioware. Or blame. A little. And add some old gruffy pepperbox ranting about "ten-to-twelve years ago you could do better! And you killed Jaheira, you bastards!"
So, we'll live, we'll see, I guess.
Until then I can imagine only one moment that, in theory, can make me cry. Imagine: ME3 culmination, Shepard stands in "climatic chamber" in front of some "solve-it-all" button (anyone really expect something out of cliché? Something not like "brain removal device", "matrix-alike life support pod" or "liquefying and uniting with great entity"?), all battered, injured and exhausted both physically and morally and faces Fallout Tactics' Warrior's choices: sacrifice himself with positive/negative karma, sacrifice someone or "do nothing"
- Shepard. You too much important as icon and symbol. You have to live. I'll go alone. You cannot go with me.
- But why? I fought this war all over, why you don't let me do that?
- You too impo...
- I heard that first time! Tell me real reason!
- You can't go with me, - reluctantly says "random marine #724", pushing Shepard outside of "climatic chamber" and sealing door from inside.
Shepard bashing the door and yells through it:
- WHY?!
- Because I'm Pole.

- Blame Canadians.
If I see this, I'll cry, seriously.

I find it hard to answer the question not because I am a hardass devoid of tears, but because I don't know what does and doesn't impact me in that way
I would have to say if Shepard sacrificed a lot, like his LI and some crew members, for a cause that came to nothing.. the distress that would strike Shepard would be very moving I think
It is one thing to sacrifice things precious to you for the cause, but to put yourself through it time and time again and find it accomplishing nothing.. would be impactful I think

If Wrex, Garrus, or Thane die like Boromir in Lord of the Rings. That caused a couple of tears. Just seeing him keep getting up and fighting to save lives and keep his honor.
