My guess is through her news reports, she can encourage people to help in the war effort.
This seems so obvious to me, I'm not sure what the issue is.
Shep being military/Spectre is probably used to being a bit more secretive but in the face of such daunting odds I think the races of the galaxy need to be shown victories, even small ones, to encourage people to fight on.
Think of the reporting during WWII after the Doolittle Raid on Japan from B-25 bombers off the carrier Hornet. Up to that point, the U.S. and the rest of the Allies were mostly losing the war in the Pacific let alone the other regions the war was raging and that victory, however small, was a major morale booster. Morale/fighting spirit is just as important as bullets... or thermal clips, in many regards. The Alliance and the other races will need someone capable and qualified to spread information of Sheps victories and it appears Diana is that someone in ME3. Could Emili Wong have done this? Probably but maybe BW had issues getting her VA or she was otherwise unavailable. Who knows. We get Diana and I eagerly await to see what she has to contribute.
