I would ask why would you want to do that. As afterwards you have a lot of things you have to correct which can be troublesome.
I would suggest that you do not buy any dlc on someone else's 360 for a start.
The steps should be simple in general but that depends where you are on the purchase. Clarify the scenario a bit more and others can help you more effectively.

If I ask how dlc to xbox360 of someone especially of my colleague, I have my valid reasons..
My colleague already like mass effect 1, and I Think is a my problem if I must buy or not buy dlc in other xbox360.. I ask always what he want.
Said this, WE are in Italy, i think my friend has only isert the cd-rom in the 360 reader.. I need info for create account ea in xbox, if the dlc can buy with silver account or he must necessarily subscribe to golden account, how install ecc.. I don't never buy dlc in my xbox360.
I'm noob player in xbox360, with the pc is more easy to setup account ecc.

Your valid reasons inform people how to help you. If it is his decision then he can ask for help; things are simpler that way.
(1) does he want to buy dlc? (You state he liked Mass Effect but did not mention Mass Effect 2. Owning ME2 would of course be necessary. He can buy ME2 dlc but it would be pointless to buy dlc for a game he does not have.)
(2) he does need an EA account. (You mention this above.)
(3) he does need a Gamertag. He does not need a XBox Live gold account to buy dlc, a silver account will be enough.
(4) he does not need the game in the drive to buy dlc (though he can buy dlc through the game); purchases can be made on XBox Live marketplace. (Search for the game he wants to buy dlcs for.)
(5) purchases for dlcs on the 360 uses a XBox Live points system (like BioWare points if you are familiar with BioWare's PC games' dlcs); these can be bought using a credit card or through retailers by purchasing a card.
(6) there is no real 'install' for dlcs on the 360; once downloaded they are installed.
Bear in mind that some dlcs might not be available in certain countries, though that problem I think is limited to the Far Eastern countries and Eastern Europe.
