Dunno. I expect my XO delivering valid feedback on any given situation. For me that's Ashley since she did it already in ME1 (which some people find annoying). That makes her to a good XO - she's no yes woman. Same for Kaidan, he's no yes man.
Therefore I hope they'll go into my Shepard's business in some way and ask questions if they don't concur with Shepard's decisions.
However, I don't think we can pick our XO.

The SR-2 is now an Alliance ship with Shepard as the ranking officer (unless Anderson or Hackett comes on-board, but I don't think they ll want to command the SR-2 anyway).
Since its an ALLIANCE Star Ship.
The XO will be human.
This leaves it to Virmire Survivor. (The VS will become commanding officer and Vega will be XO, if Shepard is off the ship) Miranda and Jacob are Ex-Cerberus and are not active alliance soldiers. So they won't be leading anything alliance related unless there is an officer shortage. Garrus could lead if he was a Spectre (He might get the status part way through the game).

You have that misunderstood Shepard is the commanding officer since he is commander and captain . The VS are mere grunts so who the hell cares if they are xo . you do not even know what xo means it stands for Exective officer second in command thats all it is . the ship follows the captians orders

The Normandy is an Alliance ship, with an Alliance crew. Shepard is back to commanding an Alliance warship in ME3, just like ME1. Also, in case you haven't noticed....Shepard is a Lt Commander in the Alliance. He's not some private that joined on a lark, he's a lifer and a high ranking officer.

Shepard is the commanding officer on the ship and I promise the VS will obey or they will die . As far as the SR 2 being a alliance ship thats fine hackett and anderson can suck it for all I care. Oh how many of you do not understand military ranks . the captian and commanding officer out rank anyone on board a ship . but you alliance pricks would never understand that now would you . and just like in ME 1 my shepard will break every dam rule he and she sees fit to get the job done . Oh and if need be I will murder more races to save earth . the alliance may have taken my Shepard's ship but hackett can basicallu stfup .
