If it were reversed, ie Russian commander and American spaceman, and the American had to converse in Russian with exactly the same effeciency as you described, what would that American be then?

That the language barrier within multinational crews is inefficient. And that it'd be more advantageous to have crews fluently speak one language, be it Russian or English. The issue isn't that they're speaking a language they're unfamiliar with, but that they have to speak that language at all. You'd think something as delicate as space flight and habitating would demand the least incongruity between members, yet we have international crews solely for the sake of seniment and press. Not that hard to figure out, really.
