No link with any confirmation, just my deduction :P

- ME2 was coming out every 10-12 weeks on average (except delayed Arrival), so Omega should come out in early November
- all major ME2 DLCs (and Leviathan too) were announced about a month before the release and Bioware already booked New York Comic Con (November 11) + Mike Gamble tweeted that he's gonne be in New York in October for " ... some stuff ... " so I think it's very very likely! :o

I loved the ME1 Citadel... the ME2 one was a trashy mall.  I like the Citadel in ME3.
