Maybe they thought that mSheps would only pick this dialogue option if they wanted to flirt with Steve and figured that Shepard wasn't explaining his sexual orientation but he was just throwing a hint to continue the romance with Steve "I haven't found the right man yet *wink wink nudge nudge*" XDDD
You mean something "I haven't found the right person yet." -> "MIght be closer then you think" -> Shep grabs Steve's ass? Yes, I agree. But i believe BW wanted to be CLEAR with players about his romance. I mean, you have three option in a row to reject him... So that players want feel insecure by Steve's advances... Yup, Steve is awesome. And handsome! For a non-squad character, Bioware has done a great job in making him feel like part of the team. I think part of it has to do with his friendly banter with James.
