Obviously the chose the name Williams to allude to her black background. If she were hispanic or other such they would have pick another name.

Well, her Grandfather looked very hispanic or caucasian, judging by the comic. And he was a Williams.

This is not reality. Genes do not transfer here. Only matters how she is drawn, and she is obviously black in me1. Hispanic in me3 gonna agree here.

The player was playing as a Male Shepard, so it could be that Femshep has more dialogue options with her.

It is Ser Cauthrien's voice, though we've know that Alix Wilton Regan has been the voice for Samantha Traynor for quite a few months now.  It's why some of use half jokingly want her to be Ser Cauthrien, In Space!
