Basically as the title says, when I launch ME2, Steam stops responding. Do not bother asking for specs as they are completely above the requirements and ME2 has worked before. I recently bought Arrival and Lair of the Shadow Broker, so could this be a cause of the problem? I would appreciate any help you can give.

1) repatch the game and see if it makes a difference.
2) if win7 make sure the admin and compatibility modes didn't get changed.

You know being above and beyond the performance requirements isn't really protection against crashes from hardware or driver compatibility issues.
I don't recall having this problem. All of my crashes have been ME2 not Steam.
That said the next thing I would try is opening Steam and then verifying the integrity of the game cache. This takes a little bit of time. Essentially Steam should fix the installation if it is corrupt. If the real culprit is Steam itself, you could try reinstalling.

Running it as admin seems to have gotten it to run, but it's crashing fairly often now, where it never did before.
