Long story short: If your password contains a percent symbol (or possibly other special punctuation or special characters) the Dragon Age Origins: Ultimate activation prompt will not work. You need to change your EA account's password to something not containing the offending character.
After purchasing Dragon Age Origins: Ultimate for the PC via Download, I found a major MAJOR bug with the login/activation box. After hours of searching, clicking "sign in" and tech support, I found the root of the problem:
My password.
No, I didn't mistype it. Not 20 times.
The problem is that if your password contains the percent symbol ("%") the activation dialog just says "We're sorry, an error has occurred." No description, nothing. Just "We're sorry, an error has occurred."
I changed my password to something different (without a percent symbol, so less secure I guess) and was able to successfully activate my game.
This DOES not affect the other EA games I downloaded (Dragon Age II or Alice: Madness Returns) and so only things using this specific activation client.
It was a rather specific and peculiar bug. Gladly I, an experienced ninja and critical thinker by nature, solved the problem.
Hopefully, this will help anybody else out there pulling their hair out.
