We see Tali's face because she gets hit in the face by a rocket and her helmet brakes open and as she's dying ya see her face.

Tali's face underneath the mask in ME1 and ME2 is just a placeholder. It is only there to give a vague hint at her face and bone structure beneath the mask, and not intended to be an exact representation of what she looks like. *If* she is ever revealed it is going to be a lot more detailed than that placeholder, and likely, there would be some changes.

Anyway, I don't believe anything has ever been confirmed on whether or not Tali will be shown.

Listen, everyone knows what Tali's face looks like except the player; if Shep was really interested in quarians, he would have asked that racist asari whose "wife" used to study them 300+ years ago before the Geth uprising.

Or asked Mordin; I'm sure he's seen plenty of unmasked quarian corpses.
