Its too passive of a class with too many support powers, and not enough high offensive opportunities. Hell, its default weapon is a shotgun, which is great for getting up close, but not good for range.
In my opinion, the Engineer needs to be flashier, and more offensive. I propose putting a high tech shoulder mounted blaster on Engineer-Shep's shoulder, as the highest level of "Attack Drone".
It's all in the build. You can go for either debuffer or distractor engineers. Guess which one is good for shotgun wielders/more fun?
Engineers don't start off with Shotguns. In Mass Effect 1 they just have pistol training, and in Mass Effect 2 they are only equiped with pistol and SMG. That is until additional power/talent/wespons training in ME 1 and weapons training in Mass Effect 2.
Just because Tali Zorah Vas Nar Rayya/ Neema / Normandy wields a Shotgun doesn't make it the Engineer's default gun.
The issue with Mass Effect 2 (also the reason loads of people only played soldier) was the simple fact that it was the only class that started off with an assault rifle.
Angry Joe (an infameous video game reviewer) said that he had to go through the same opening sequence 6 times before stumbling upon the class with the assault rifle.
Hopefully this is not a reason to not pick on of the other 5 classes in Mass Effect 3.
