Yes, some of us feel that way. Keep in mind most achievements are copied and pasted to PS3 trophies. The PS3 can't do this.

Possibly, but Officer would imply Military Rank. In six months its highly unlikely that Garrus went back to Turian Space to re-join the Turian military, or impossible to think he'd rejoin C-sec.
Also, it would be unlogical to make achievements for Garrus, and leave out Liarra and Tali. He is also a confirmable KIA for the ME 2 Suicide mission, another reason why they wouldn't make him that.
Good point. I went with Garrus in that it seems unlikely that you'd get an achievement for recruiting a squad member you get by default (the VS and James), and that the achievements are laid out in such a way that you can reconstruct the plot of the game ("Driven" for beating Earth, "Bringer of War" for Mars, etc.) and that you recruit Garrus on Palaven.
However, you make a good point with there being a lack of achievements for Tali. Liara is a possibility, but she's not really an officer. Might just be the Achievement for (POSSIBLE SPOILERS, NOT REALLY SURE) bringing the VS back on board the Normandy after being injured at the end of the Mars level. (END SPOILERS).
Though I'm an ME1 vet myself, I'm of the opinion that those who started with ME2 (PS3 players and otherwise) shouldn't have to worry about that. Some other bennie above and beyond getting all the cool ME1 characters would be nice -- maybe a gun that doesn't use thermal clips (yes, Bioware, I am still on this) -- but I don't think tying an achievement to ME1 is feasible.incinerator950 wrote...
