Exactly what it says in the title.  I DL'd  and installed this DLC after finishing all of Liara's quests (up through Observer).  This is my first play through (late to the game, I know) so I don't know exactly where I am in the timeline, but I've recruited everyone except the final squadmate and most of the sidequests- I'm basically ready to go through the Omega 4 relay.  However, since the DLC states it can be played even after the game is finished I'm not sure my progress is relevant.  The message from Cerebus that triggers the quest never appears in the terminal.  I have also tried going to talk to Liara directly and looking for the mission on the galactic map.  Any idea how I can fix this?

Save file is completely unmodified.  I have an alt character I am slowly working through the game with, who also doesn't have this mission, but he hasn't finished Horizon yet (a prereq stated on the wiki) so I doubt that is relevant information.

1) Download, save, and then Install the DCL.
2) Ingame connect to the Cerberus network using the email and password of the Bioware/EA account that purchased the DLC. No special characters in the password such as @#$%^&.
3) Make sure the game connects to the Cerberus network.
4) Start the game and load the save.
5) Go to your email terminal beside the galaxy map or in Shepard's Cabin.
6) Get the email, and then go to Liara.

If you have done all this, it should trigger. Look at the list and check you have done each fully and didn't skip anything. Most common is not connecting to Cerberus network, or not being able to connect to the network.
