I'm prepping a save game for ME3 with my female character, having already finished a playthrough with my male character.
At this point, I'm about to start the Lair of the Shadow Broker mission and have not yet aquired the Reaper IFF. My current Paragon score is at roughly 80%, but there's that one Paragon speech check during the mission (when you have to save that hostage from Vasir) that I can't seem to pass. I had the roughly the same Paragon score in my last playthrough, and couldn't get the Paragon option, thus I ended up having to drop my ammo to save the hostage.
I'd rather not have to drop all my gear again, so does anyone know how high a Paragon score is needed to get that speech check? I still have a few loyalty missions left to get my score up, if need be.

I have no idea about the specific needs for that particular paragon check, or if it can change, but when you make it, Shepard mentions certain deeds from ME1. Maybe it is effected by ME1 choices as well as a certain amount of ME2 paragon level. I never experimented with it, but its either made for several ME1 scenarios depending on choices from that game, or you can only use it if your ME1 import made certain decisions. Thats what logic would suggest anyway.

as soon as your character reaches the level 15 mark you need alot more points to be able to use the appropriate paragon/renegade options - some people can have a 100% full bar and still not be able to use it.. the explanation of how it all works still doesnt make sense to me.. but on one mission i reloaded and wore some gear that gave me a 10% negotiation bonus and that time i was able to use the response i wanted.. also make sure your character levelling up bonus improves your speech 100%.. hope it works

All convo checks are based on a percentage of how many points you currently have, versus how many you could possibly earn on all the worlds you have visited. Thus if you have 250 points, and you could have earned 500 on all the worlds you have been too, including all side missions and main missions, then you will pass a check that requires 50% or less. Thus when you go to another core world if you decide to skip a bunch of side missions those points count AGAINST you based on them being points you COULD have earned but don't have.
Example you haven't visited Illium, you currently have 200 points out of a total possible 400 then you have 50% passing mark. You visit Illium and you could earn 600 more on that world doing everything, but you just hit a store and leave, thus you now have 200 points out of a possible 1000 and thus you have now only a 20% passing mark. This is also where you class passive helps a great deal because if you spec to the 100+% then you just doubled your actual points making checks more likely to pass.
So it will greatly depend on how many worlds you have visited, but the main determination is going to be, how pure you played your character and how complete you play was to that point.
Personally I find the "shoot the hostage" option to be the best line in that conversation, and while maybe a bit mean, it fits better than all the others.

What exactly IS the paragon option there anyway? Last time I just dropped the thermal clips, which still seems to result in a 'perfect' ending (Since the hostage doesn't die and you still defeat Vasir)

Shep boast a bit about her/his past achievements, saying that a hostage doesn't matter much compared to them. Vasir sees its a bluff, but she doesn't see the table Liara slams into her. Hostage lives, you keep your thermal clips.
