Where I must put in machinima VO files from actor? When I work in Toolset os later in Sony Vegas?

And when I don't want to use electron VO? When I should uset files from voice actor- In Vegas or In toolset? Later I need to get lyp sync.

Maybe I misunderstood your question. The speak lines have to be placed in the cutscene editor if you want a good lip sync. That is all what counts. The robo voice files are only placeholders. If the quality of lip sync matters the files should be generated again when you have the final voice over files.
You can always import the vo files in an av editor and give them there an additional treatment. It is up to you if you record it with the final voice over, turn off the voice channel during the record or do all voice over work in Vegas. I don´t know Vegas. But as every good av editor it should support various import formats.

.wav files, PCM 24 kHz 16 bit mono - that is the audio format and setting needed for the toolset. You can convert other audio formats into this format batchwise with Audacity.
I recommend to read the wiki, especially the last paragraphs of the conversation tutorial and the voice over page.

So I get the voice how I shloud put it in toolset. Please step by step I can't understand wiki.
The wav file's filename must be of the form "[LineID]_m.wav" with [LineID] replaced by the ID number for the conversation line's string table entry. For example, if a conversation's line ID number is 344169, you'd save the voice over for this line as "344169_m.wav".
Where is conversation's line ID number? I can't see it.

The ID number is at the bottom left corner of the Dialogue tab. You can see it in this image.the ID for the selected line is 49005.
Note you may have to check in and/or export your conversation before the ID will appear.

There is a problem- wav file is not not 24000Hz. There is a program to solve this priblem? Can Total video Converter to do this?

As Yara mentioned above, Audacity is the program typically used for this purpose.
Edit: But I would use it for the toolset only. When rendering your final project in Vegas, I highly recommend manually syncing the VO over the lipsync in higher quality. At least 16 bit 44 kHz

My personal method is (in a very small nutshell)
1. Get the highest quality format you can from Voice Actor. (*.wav if possible, 16 bit 44 kHz, 24 bit 48 kHz etc. )
2. Convert this format to PCM 24 kHz 16 bit mono and keep the original file on hand for later
3. Use the converted file in toolset conversation editor for facefx animations and lipsync generation
4. Create your scene and capture it. (I use the frame by frame method Cutscene Capture )
5. Import your captured material into Vegas (Since that's what you are using)
6. Take your original higher quality VO file and place it on the voice timeline keeping it in sync with the lip movements.
7. You can use the other tracks in Vegas to insert music and sound effects
Note: I personally use Cubase SX to create a full sound mix for the above and import it as a complete mix within the Video Editor.
