why is bioware so busy with books, comics, anime, etc.

It's not required that a player purchase and peruse any of the additional offerings to enjoy the core game, but they could expand the universe a bit. So too, the various writers and devs could be working on other projects simply because they are enthusiastic about all things Dragon Age.
Why DA2 was rushed (and *where* it was rushed) was not exclusively a matter of writing or mechanics. There are numerous variables to consider when putting out a game product and the desire to put out a solid product does not always fall in line with schedule constraints.

and my point is that perhaps when a game is rushed and by his OWN admission act three 3 was not as originally intended or act 2 actually, maybe writing to improve the game first would be appropriate...

Because presumably the limiting factor on producing DLCs likely isn't Mr Gaider's ability to come up with a story, but the ability of Bioware to turn this into a game of appropriate quality.
I'd also say that there are many stories which can't really be told well in a conventional CRPG. Ones which require the protagonist be a particular character who makes particular choices, or perhaps ones which don't involve lots of fighting. If the only way you interact with a world is through the eyes of an CRPG protagonist, you're view will be limited, even distorted.
edit: And the other mediums allow Mr Gaider to not have to fit the story to various peoples canon. No DLC or game could include Wynne, Shale or Alistair in a major role, because they might be dead.

There isn't really much they can do about DA2 being a bit of a fiasco after they've already shipped the game, so they might as well fill in some blanks whilst working on the next installment, which hopefully will be a better game than DA2. If they're taking their time with DA3 amd D:C, these 'distractions' might actually prove to be useful and give them a different perspective on things which in turn might make the next game more interesting.
edit: just read the thing about changing the ending of act 3, for example- I think this is a bit difficult to do, too. A lot of people sold their game or won't have the opportunity to download the replacement for act 3 if this were the case. Not to mention that there would have to be a team dedicated to doing this, extra VA costs, etc. Personally, I'd rather see them put effort into DA3 and tie up loose ends this way, rather than spending money on trying to fix an already sunken ship. >_>

This thread is not based on a a complete lack of understanding, I just am not a Bioware sycophant - my point is that it leaves a bad taste in ones mouth when the writers as well as the dragon age team more or less abandon a poorly written game (act 3 anyway) with no resolution and yet it is full steam ahead with all this other garbage. It is like the kid at christmas who puts part of the model plane together then moves on without finishing. Futhermore when you see that the LEAD writer of the series is writing a comic while doing interviews stating how rushed the game was and talking about how certain elements of the story were poorly implemented that also is kind of annoying. In regards to the anime, I understand that the dragon age team are not making it, but there is Mike Laidlow front and center promoting it, while he cannot even acknowledge what crap a lot of DA2 is, let alone fix any of it...

I don't know if the comic is in the same boat. And the anime has nothing really to do with BioWare.
Mike Laidlaw is responsible for DA2. This influences what he will or will not communicate. He is not responsible for the anime, or the book, or the comic, no more than he is responsible for the DA-themed t-shirts they sell.
You can argue that corporate is turning the team leads into franchise pimps, but it's not coming at the expense of the game. If BioWare chooses to rush a game again, they will do it because they think they can get away with it, not because everybody was busy on all the tie-in material.
