Honest question, have my own opinion but will withhold it.
So generally speaking, why do most people dig Sovereign over Harbinger?

Because sovereign decimated the ciadel fleet, brainwashed the best turian spectre then used him (literally) as a puppet against shepard, and because he chose to stay in the milky way galaxy to unleash the reaper fleet on the galaxy, in other words he's patient, smart and LETHAL

Sovereign was awesomely evil.
Harbinger was just an annoying twit.

Because Sovereign actually accomplished things.
Also, Sovereign's voice is infinitely better than Harbinger's.

Partly because the Reapers were new. It was the first game, everything was new in a manner of speaking... (Mass Effect is very derivative, make no mistake of that)
Partly because Harbinger is a massive bonehead who tries too hard to be intimidating.
...and that's all I got to say.

Sovereign is emotionless and certain, while Harbinger kind of comes off like a cartoon villain.

Of harbinger sounded like sovereign, would have been ten times better. It's just the sound of his voice really. But I, for the longest time, attributed to harbinger channeling through the collector. Then arrival came around. Loved arrival, but they should make harbinger sound more like sovereign in me3.

Sovereign is intimidating and mysterious. Harbinger trash-talks.
No contest IMHO.

Didn't he failed in ME1?
Or Dietz is actually right.

This! Though "evil" is the wrong word imo, "menacingly" is the more fitting word I think.

Then amplify it with what DaringMoosejaw said and you have my opinion.

Sovereign wasn't over used. Whenever he shows up, it's a big deal.
Whereas you fight Harbinger all the time, which reduces the impact. And his trash talking comes off as petty.
If they'd kept him quiet when possessing things and all we'd had of him was the "we are your salvation through destruction" speech, we'd think he was really cool.

Sovereign: A lovecrafting techno monster, with a seemingly justifiable god complex. It took the entire citadel fleet to kill him. Quote: "We impose order on the chaos of organic evolution. You exist, because we allow it, and you will end, because we demand it. "
Harbinger: A saturday morning cartoon villain. He regularly gets on the ground and to fight with Shepard, and Shepard kills him over and over again, while he throws personal insults at him. Quote: "I KNOW YOU FEEL THIS!"

I prefer.....BOTH. I don't think Sovereign talks to you enough and I don't think Harbinger shows up in reaper form enough...actually, come to think of it, I don't remember them ever finding out what harbinger is, but then, suddenly knowing he is a reaper.

Sovereign was scary as ****. Great lines during the conversation.
Harbinger spoke nothing but one-liners. More hilarious than anything.

"Shepard, this hurts you. Shepard, you are but a dust particle in the wind. Shepard, I'm bigger than you. Shepard, does this condescension hinder your efforts to stop my slightly idiotic plans in the slightest?"

I guess people connect Harbinger with the Collectors too much. They were a disappointing foe, and so was Harbinger.

While I loved Harbinger as the puppet master that he was throughout the entire ME2 plot, Sovereign was that and more in ME1. You knew of him from the beginning and when you discovered him to be an actual Reaper and exchanged in actual conversation with him, you felt him as the true enemy. Not to mention his voice was way more machine-like and emotionless.
Harbinger kept speaking through Collectors and we didn't actually talk with him till the Arrival DLC. While I love him as a villain and hopefully the main antagonist among the other Reapers in ME3, his role was too subtle and downplayed.

Sovereign we actually see in reaper form, not simply while possessing mooks. Much more powerful.
He is used far less often, allowing him to remain menacing, whereas Harby shows up constantly, making threats and utterly failing to de;iver on them. Every time Harbinger trash talks right before i kill him he gets another "pathetic" point.
