Harbringer is obviously interested in Shepard (most likely because he/she kiled Sovereign) which is creepy in its own way. But; Sovereign could give two ****s about Shepard. Sovereign regards Shepard like a mosquito and while that arrogance does ultimately bite Sovereign in the ass, there's no denying that its initimdating.
2: Because Sovereign has mystique.
When you meet Sovereign in ME1, you've just recently discovered that the Reapers exist and the scale of their power. They're terrifying; but still mysterious. By the time you meet Harbringer you already know what the Reapers are and Harbringer never really does anything to build upon the initial terror that Sovereign instilled.
3: Saren.
Saren is a great villain and the game does a great job of building him up into a very intimidating force. And then you discover that the badass Turian that you were so initimdated by is himself just a puppet of a much more terrifying enemy.

True, but give the Reapers more insight, make them less menacing, and the possibilities of a command structure outside a hive mind of ancient starships with highly advanced technology.
Also gives possible anchor points to provide fractures in Reaper structure, even the unlikely possibility of Reapers dissagreeing, but so far we've never heard them communicate.

Or maybe I need to get this rogue reaper theory out of my head, don't want to sound like a Talimancer.

Sovereign was just emotionless (save for perhaps one part) and just didn't seem to give a single ****, the whole aura that he spread by not caring and merely brushing humanity off as yet another source to be harvested made him seem so... powerful. Like everything in the galaxy is just toys to him.
To put it in another way, Sovereign is like that creepy kid who always has a lighter and has a gun.. always so detached from reality but could snap at any moment. Scary type of kid that one.
Harbinger is like that kid who thinks he's cool because he posts pictures of himself with a toy gun with the orange bit on the end removed.
One likes to pretend to be murderous, one is murderous.

I don't think they were a hive mind since Sovereign did say they were each a nation, independant and free of all weakness. Though I am sure that reapers are in constant communication with each other.

Because Harbinger is...unimpressive. The fact that the leader of the reapers themselves is personally trying to eliminate one human is bad enough, but that the leader happens to be a complete cornball is just...underwhelming. The entire reveal makes me suspect (and I know I have no concrete evidence) that Harbinger was made reaper-in-chief with the foremost intent of making him both relevant and less jokey. Didn't work (at least, not for me), unfortunately.KotorEffect3 wrote...

Also, I'm still wondering when exactly Shep figured out that Harbinger is a reaper. It seems obvious from a narrative standpoint, but the conclusion was never shown in-universe.
