In fact, I liked Harbinger much more before the reveal that he was a Reaper. "Harbinger - The Collector General" felt quite threatening while still keeping the Reapers in god status. Others have already mentioned how much sense it'd make if Collectors cleaned up all the organic life while The Reapers invaded, and having an organic being in almost the same level as a Reaper controlling the ground troops? Even Shepard would have problems solving that problem.
As an organic high-ranking lackey of the Reapers, Harbinger's voice would make complete sense in my opinion. The ancient leader of all Reapers everywhere? Yeeeeah, not so much
