Garrus Alignment - Bug?

So, I'm replaying ME2 with a brand new "perfect" save from ME1, in which I've completed Dr Saleon quest and tried to arrest him (paragon path).

This should lead to Garrus rejoining C-Sec, right? He should say he decided to go back to C-Sec and then got irritated with the red tape.

But at this point, after his recruitment mission, he tells me he was asked by C-Sefc to go back but turned the offer down. Why is that? Does the game not recognize the Dr Saleon quest from the imported save?

EDIT: OK, I think I know what may've caused this: During Garrus convos in ME1 I didn't get him to give the speech about going back to C-Sec. He only says "Uh... Thanks, Commander". That may be due to the fact that in some of the earlier convos I've chosen neutral options instead of top (paragon) - like when talking about catching Saren, when Garrus says something like we should kill Saren and not bother with trying to bring him before the Council I said "I'm not commiting to any option until I have him in my sights". That about right?

That is probably it, Garrus is supposed to either rejoin C-Sec or join the Spectres. However, no matter what he does, he still quits due to his hatred of the bueracracy and all the red tape. So he will still always be archangle, no matter what rout he takes.

Thanks. It got me royally pissed off as I did an otherwise PERFECT playthrough of ME1, done to almost every single answer you pick, nevermind quests results, and suddenly bam, Garrus is neutral. I thought his alignment would hinge only on the action taken with Dr Saleon, but I guess this makes more sense. Ah well, I figured I can live with that.
