It's actually a surprisingly common habit among non-native English speakers in reality. It tends to start out as a sort of "You/I understand?" thing when their knowledge of English is very basic, and continues into a "Yes or No?" usage, only being dropped once their understanding of English is fairly extensive. It's become stereotypical, but like most stereotypes it's based on an exaggerated reality, that being the fact that English is one of the most difficult languages in the world to learn for someone who wasn't raised among anglophones.

I'd be fine with the French accents, and as many people already have said, Leliana's accent is great, other Orlesians' accents feel a bit over the top at times. I'm pretty sure Bioware has put lots of money into the voiceover and that all the Orlaisians are native french speakers.
From memory, Marjolaine just sounds very much like some French gal that speak a very accented english.
Sure it's perhaps a bit too heavy, but it definitely sounded real.

That will be the first game where I will start of as evil and massacre everyone that is killable. And I will not be amused.
I'd like to see Tevinter. Though Free Marches sounds somewhat sexy too.

The other Orlesian accents were over the top.
Marjorlie (sp?) was the only down point in otherwise excellent VO.
