I think the whole screen in that scene is washed over with a blue tint/blue lighting.

I watched the Arsenal vid again and I think it is too now. If you look at the part where they are selecting between the complete armor sets there isn't any option to change the color.

I don't think it was ever officially stated. They did state that it'd be the end of Shepard's story, but that's it.
I think it's been pretty much implied that Shepard is gonna be at the end of this war. Either dying as the Reaper Fleet destroys his last defensible position or on the carcass of Harbinger after he's brought down by the cobined might of the galaxy-wide fleet.
It'd be kinda dumb, IMO, if Shepard dies before the war is over.

Go look up ME3 Casey Hudson on youtube or something. He specifically states more then once, and has for the past year, that its the beginning, and end to a galactic wide war that they've been slowly moving towards with ME1 and 2. It's one of there hooks for why its a good 'entry point' for new comers since it doesn't really, ultimately, require a lot of back knowledge.
It's something I've been saying for awhile now when people get all uppity about that comment they make (which, yeah, is part marketting but also a design choice any good sequel to a game does). But people 'constantly' try to compare ME to Star Wars or LotR or something. But BOTH of those are multi-part (except LotR) giant war stories. SW Ep4-6 is one giant one that isn't even completely over by 6. Ep1-3 is a giant time-jump skippathon through a few wars that all kinda bleed together into the bigger war that is Ep4-6. LotR is one giant ass book the publishers said 'woh-dude, split that **** up, that's to big for 1 book'.
Mass Effect, on the other hand, is a bit more episodic. It's like Seasons in a good sci-fi show. Each game is self contained, has a beginning, and an end and is all kinda tied together. ME3 is basically season three, when the war that's been foreshadowed in the past seasons finally gets going in full.
