I have NWN with SoU and HoU. All vanilla.
Using the updater I have "Your game version is: 1.69.8109 English"

I have read there is a new class Purple Dragon Knight if you have 1.69.

I do not have it. Can anyone tell me why?

The game is lying to you it is not fully up to date.  run the Installation: Critical Rebuild Patch
