I've noticed before that when I wait to beat up the highwaymen that try to rob you when you first arrive in Lothering you come across a family of robbed elves by the bridge over the midtown stream.

Usually I can give the elves a bit of money for a bit of exp.

This time my dwarf commoner (first time playing this far with one) wasn't given the option.  Why is that?

I had over a sovereign in funds.

While some fantasy settings have a rivalry between elves and dwarves it doesn't seem to be there in Dragon Age.

So why don't I have the option to aid the robbed family? (it doesn't appear in the conversation with them.)

I could be wrong here, but I've only noticed that option being available to a Human Noble character.

Actually it was an option for a dwarf noble as well-but not a city elf, elven mage, nor a dwarf commoner. My guess is that it isn't an option for a human mage either.

My suspicions (based on what you said) are that only nobles (human or dwarf) have the option to donate to the robbed family.

I wonder if this relates to nobles supposedly being more used to people asking them for money-plus I think a famous author-maybe it was Dickens-noted that while he did not approve of monarchies nor aristocracies that individual nobles could either be generous or more accepting of someone (in person) with a problem than more middle class and working people that the author typically sympathized with.

I never made this connection, but I think you are right. The next time I play a commoner I will try the "I wish I could help" type response. I'm betting they won't berate the character the way they do the nobles for not helping.

I believe that you need a minimum of 10 sovereigns to open up the 50 silver donation option. However even playing as a Human Noble I can confirm that the donation will net you 100 exp but the 50 silvers won't be deducted from your purse. I am unsure why this is, it could just be a bug?

It's possible for all races/classes, I've discovered. I did it with human nobles, human mages, dwarf commoners and dwarf nobles. I think it only comes up for some reason if you have like alot of money, even though you only give them 50 silver.

In case anyone is still wondering.  I can confirm it takes around 10 sovereigns to give them aid.  Playing elf mage,  had 5 sovereigns couldn't donate.  Came back with 10 after selling stuff and was able to give them 50 silvers.

I always get the option, but it's because I have tons of gold, I think (if you sell Reaper's Cudgel you're freaking rich). One time I didn't and it was because I was a little cash strapped.

I have no idea how I could get that much money before leaving Lothering.

Dwarves can easily get rich before then..

But the dlc stuff is the easiest way as I said. You get over 300 gold for Reaper's Cudgel.
