I believe there should be some way to turn him, and giving him the Collector Base in ME2 should have some sort of beneficent affect, as well as destroying it.
Whether or not they were ever the "good guys" is a long going argument but regardless, can they be saved either way? Maybe. It would likely have to involve the removal of TIM whether you think he's good or evil.
