So when I was playing with my Arcane Warrior, I would set Combat Magic And Shimmering Shield on. Coupled with Telekinetic Weapons, this meant the first sight of an enemy and my mana would go to zero almost immediately, however these abilites remained active. I try casting Mana Drain (Requires zero mana) and it tells me "Insufficient Mana", and such the mage I cast it on happily goes about casting whatever they please.

If your activated abilities eat up your entire mana pool then I don't think you *can* drain any mana(you are already at maximum).
If it's not that, then I have no idea.
If it's not that, then I have no idea.

I'm familiar with this bug, it's only caused by Shimmering Shield and the Healing Aura sustained abilities that I'm aware of so far. Both of those abilities don't just cause you to lose the "sustained mana" but also cause you to slowly drain mana when in combat and regenerate mana more slowly out of combat. If your mana reaches 0 from this drain you can't cast any spells to include other sustains or like you said, mana drain. If you deactivate shimmering shield, even while the game is paused, you can immediately cast mana drain. The healing aura will deactivate when you hit 0 mana, but shimmering shield will stay up. That is all I know about this "feature".
