Garrus in ME1, and Miranda in ME2
Who is the best squadmate in both ME1 & ME2?

Depends on the mission and depends on what we're looking for in terms of "best"
in ME1, I guess I'd say either Liara or Garrus. Liara because biotics and Garrus because like 80% of the enemies we fought were synthetic and he had Adrenaline Rush to get rid of those ridiculous cooldowns. Tali's also pretty good, in my opinion. She had ridiculous amounts of shields and she had Sabotage and Dampening (for biotics), as well as Overload and AI Hacking for the geth. Wrex was also good because he just refused to die and he had some biotics. Kaidan was also pretty good since he had Lift and Throw and his tech stuff for the geth....to be honest, I think Ashley is the worst (for my playstyle) because she really doesn't have any useful powers (except for maybe Carnage and Assassination). She can still be great though, don't get me wrong...
in ME2, it's HIGHLY dependent on the types of enemies we're facing.
Miranda is the most versatile
against Collectors, Thane, Samara, and Mordin do the job excellently. I also like bringing along Kasumi since her Flashbang Grenade makes Harbinger a docile target by preventing him from using his Incinerates and Singularities.
against Husks, really anybody can be used but I like bringing the biotics (except for Miranda unless she has Slam, then she can come)...hell, even the Drone Experts help out by using their drones to turn Scions into docile targets.
against Blue Suns, Garrus, Kasumi, Miranda, and Tali are exceptional.
against Eclipse, Samara, Thane, Miranda are great
against Blood Pack, Mordin is simply amazing
against geth, Tali & Legion (and Zaeed if you use him for Disruptor Ammo...otherwise, there's no point to him)
the worst squadmate is Jack, but really only because she drops like a sack of bricks and shotguns not named Geth Plasma Shotgun suck in the hands of squadmates. It's a shame, though, because she's one of my favorite ME2 characters.

Garrus has been consistently good through all three games I think, so has Tali. Jack is up there for me just because I don't think people give her character enough credit for being pretty badass.

Best team for the predominate Sniping Shep in no order (Infiltrator):
Thane: Destroys organics without raising a sweat.
Legion: Destroys synthetics without raising a sweat.
Garrus: Super versatile Sniper against organics and synthetics.
Kasumi: Free roaming invisible girl CQ combatant....works superbly with a Sniper team and Flash Bangs are awesome crowd control and fryer of mook weapons.

From a purely gameplay perspective I think the best team Shepard can have is the following.
Mass Effect: Wrex and Kaidan.
Wrex has warp, is tough as hell, has shotguns and assault rifles as well as barriers and stasis. Kaidan has medicine, first aid, decryption as well as stasis himself
Mass Effect 2: Zaeed and Legion.
What most people ignore about Zaeed is that he can get 50% damage on his weapons as a Mercenary Warlord, which is 25% more then any other sniper except Thane ( who also gets 50% ). However Thane has shredder ammo, and only as a loyalty power where as Zaeed has Disruptor Ammo and a goddamn assault riffle.
Legion is also very good because of his drone, and while he does not do as much Damage as Zaeed he still is close IF he has Improved Geth Shield and it's on.
Give these two Incisors and they'll do a lot of damage.
