His combat abilities
Shotgun wielding squadmates were a problem in ME2 - they tend to get as close as possible to enemy, and only Grunt can survive it. GPS seems to fix this problem with superior damage, but it became available only with Firepower pack... and this was too late. When we got to abilities we initially have pullbot, but after his LM Jacob starts to spam Barrier, which still doesn't make him decent tank but has enormous cooldown. LotSB seems to fix this with point respec terminal, but it was too late again - and LotSB is supposed to be played rather late in game as well.
His tendency to give no explanation
I have hard time remembering what Jacob dialogues are about while potentially it has so many delicious hooks. Maybe you'll explain what moved you, goody-goody soldier, to join terroristic organisation? No answer. Maybe as representative of human biotics you'll tell a story how you got this biotics and what they mean in your life, like all human biotics squadmates do? No answer. Hey Jacob, some words on how you and Miranda saved the council? No answer.
His dislike to chat
Not only he makes "Already? I'm not big on forcing this talks" sound hostile, but it gives no real explanation what else he's going to do. Miranda writes reports, Tali cleans engine, Garrus is calibrating, Jack... is understandable, but Jacob is just "no big on forcing this talks" - "I don't wanna talk" said almost directly. As every potential LI, Jacob has almost nothing to say to "uncorrect" gender, so broShep will hear "Already?" very often, and femShep sounds just terrible around him - not directly Jacob's fault, but still thing which complicates relationships. And when he does talk, the things you discuss is... that Jacob dealt with his problems and doesn't want to discuss this.

That will solve many problems.
If it were up to me, I would shoot him when he tried to threaten/intimidate my Shepard. (On a Renegade convo about Cerberus he says he's watching Shep so he/she better be carefull. Pfft that guy...)

This despite it seeming rather like he does have his own issues, he just has a major complex about anyone trying to fix him, so he seems contrary and irritating in addition to being largely rather boring.ADLegend21 wrote...

He is cool, calm, collected, and intelligent. He doesn't have any emotional baggage (Jack), or any other obligations (Samara, Tali). I agree. He was about the only person on the ground team who was well adjusted and was also trustworthy.
His combat AI has received some justified criticism, but the DLCs have dealt with that. He works well with the GPS. Barrier sucks as a power for him due to the cooldown, but LotSB can fix that. He can be leveled up to squad incendiary ammo very early and can be your pullbot. This makes him literally ideal for fighting Blood Pack mercs. I try to have him leveled to squad incendiary ammo by the time I recruit Archangel. Incendiary ammo is excellent against BP mercs since it defeats armor and health regen, and pull can be used to disable krogan when they get too close.

That's exactly why.
He's boring.
Calm, level-headed, always-focused-on-the-mission personality is perfect if you're in an actual real-life combat situation.
..as a character in a computer game though? That is boring as all ****.

He's a hypocrite. He always says one thing and does another.
He pretends to be of high moral character while working for Cerberus. Every time he makes a moral stand it's about some comically trivial issue. One the really big issues he either has no opinion, or advertise for the most absurdly stupid course of action (e.g flush Legion down the airlock).
He pretends to be strong, capable and tough, while in actual combat he is completely useless and dies faster than a slug on a salt pan.
He pretends to be calm and focused, while in fact he has daddy issues just like everyone else on the crew, and he can't even talk about it in a straightforward way which even Jack and Grunt can.
He boorishly insults and affronts other crew members (Thane, Tali), and then five minutes later accuse YOU of being inconsiderate.
I can tolerate any human except a hypocrite. Because hypocrisy like Jacob's is a direct and grevious insult against the intelligence of everyone - you, I, Shepard, and Humanity as a whole.
The only reason I did not kill him in my games is because I do not want him to die as a hero. Because he's the opposite of a hero - a stupid coward capable of nothing but lying to everyone including himself.

'The good soldier' is probably the type of individual you would want in your team on a real mission. But it does nothing for him when you think of entertainment value or emotional attachment ot he character.
Also, he starts by being the most levelheaded individual in cerberus, someone Shep can relate too. But then, because squadmates cant go against Shep and Shep cant go against the Illusive Man, he just became some sad yes-man. Past the 2 first convos with him, the morals hed setup for himself pretty much go down the drain.
