How did cerberus raise a giant army so fast??

 In the events during Mass Effect 2, Cerberus only had 150 operatives. Now, with all the media released on ME3, we've seen fleets rivaling the alliances fleet's size in ME: Invasion, entire armies attacking shepard, and massive occupation forces on planets! how the heck did TIM get all these men so quick? I mean, they could have built the fleets with private shipwrights on contract, like they did with the Normandy SR2, but an entire army (with training) only months (if that) after the events of Arrival and the Suicide mission? Unlikely.  

There are some explainations though:
-indoctrination/husk-ifying of alliance forces
-cloning (think star wars)
-mercs

It would be interesting to see all the cerberus forces be Shep clones... TIM wanted a backup plan incase the Lazerous project failed.  Its also possible that he indoctrinated or huskified alliance soldiers and stole their ships. this is unlikely though, because the alliance would notice their ships and crews going off the radar.  The other option is he hired them... doubtful as well, as cerberus doesn't like to hire out work (zaeed is the exception).  I honestly think cloning, but thats just my guess... 

What do you guys think? There is more possibilities i know, but i can't think of any right now...

Yeah, but training? and fleets, equipment, ect.? I kinda see this as an oversight on bioware's part. I takes months or years to create an effective army that size.  Thats why "star Wars: episode II" style cloning might be the way...

Cerberus had billions to revive Shepard.

I'm sure they had tons left over after reviving Shepard. :)

Edit: Cerbereus also has large ties to the Alliance and probably controls large parts of it, so maybe ex-alliance soldiers? or indoctirnated Alliance soliders?

heck, im not worried about spoilers. i read them all when it was leaked (couldn't resist).  But they didn't offer any explaination to this question.

Remember shepard said something about how TIM could have raised an army for what it took to bring back shepard.  Maybe a joint project? Lazerous and a cloning project of shepard clones for a BA Shep army?

I haven't read the leaked script so I can't say for sure. However there was a media report of the Mars mission released a while ago where they said that they got to a part where they got the mask off a Cerberus trooper and found reaper implants in him. My guess is that they're abducting civilians and huskifying/indoctrinating them to the point where they can be used as soldiers.

I would imagine when they say operatives they mean elite agents, but even so I remember hearing that Cerberus troops make up 40% of the enemies in ME3. So it seems that they have a huge army now because the writers felt like it, also a game that uses a cover system needs a lot of man sized enemies utilizing firearms. It does feel a little lazy to me though, I don't see why they couldn't think up some other factions would could fight. For instance there's rioting in omega and the gangs are shooting on sight trying to keep it on lock down, you need to get something in omega so to accomplish this objective you need to take out the gang members in your way. That way the writers don't have to stoop as low as to use indoctrination and the people you fight are simply caught up in the panic and ensuing rioting/looting and are inadvertently hindering you.
