cerberus has a stockpile of failed shepard/miranda clones and uses them as expendable footsoldiers.

They cloned Commander Shepard. For FemShep, they pumped them full of testosterone. They show you the process in the game and it's really icky. The clones are insane and don't actually speak. They are mind controlled and programmed like robots. The voice they have is pre-recorded.

Yea, I think the Shepard clones are possibly the most obvious reason. Cloned, then upgraded with Reaper technology (These Husks losing their individual ability, and thus losing the most crucial thing about being Shepard; their ability)
That 'shocking' something about Shepard's past mentioned by Bioware is probably the fact that Shepard himself was a clone and Jacob was lying or didn't actually know better. Perhaps Cerberus only originally wanted one clone, but now with the entire galaxy at stake, they decided to construct an army of Shepards.

I can see already that all the biodrones are going to accept any explanation.

If it was this easy to raise a huge army why didn't someone else do it? Why aren't more factions doing it?

What was the rush in taking out the Collectors?

Operatives in Cerberus are high ranking officers( General Oleg Petrovsky, Colonel Raymond Ashe), agents( Kai Leng) and project leaders in Cerberus( Miranda Lawson, Jacob Taylor and Wilson in Lazarus Project).


Seriously, on Derelict Reaper ship Shepard says that there were around 100 Cerberus personal on that thing!

On Overlord I counted around 40-50 dead bodies from Cerberus personal and there should be even more since most of base was inaccessible.

There's also unknown number of personal killed on Lazarus Project.

And on Normandy there's like 20-30 people who are part of Cerberus.



Also, terrorist organization with only 150 people in it would NOT be a threat to Citadel Council nor Alliance.



Oh and, Arcian made this nice pyramid.

1st Arcian made it, so it's his ass

2nd both me and Arcian know this are not real number. I even stated that in that post. It's just an example on Cerberus possible personal number and structure.

Operatives and generic soldiers aren't the same thing. That is your answer. 150 operatives doesn't mean 150 army soldiers.
