Will I be able to change certain decisions I've made in ME2 at the start of ME3?

i think you can only change romance flags for ME1 not for ME 2.

the ending of Mass Effect Galaxy gives that impression.

Yes. BioWare is trying to do it already with certain decisions. I can't imagine why people want to make Mass Effect's most unique feature even more worthless.TheSemibot wrote...

Just restart the game.
Changing the choices you made would undermine the entire purpose of imports.

That was put in because there is no save file created after the decision in ME1, I was pretty much annoyed because it went against one of my Shepards decisions to let the politicians sort it out amongst themselves, the question should never have come up for that Shepard.TheLeetSkweet wrote...
the only time in mass effect 2 when you were able to redo a choice from the first mass effect was whether anderson or udina was the councilor. this happened on the shuttle after lazarus station.
