Dont take it literally. Its a saying meant to illustrate the level of scheming, deception, doublecrossing and misdirection in Salarian politics, that sounds like it rivals that between the Chapterhouses in the Dune series. Plans within plans. Like they could be smiling to your face, showering you with praise and future plans, all the while knowing you're drinking poison as they speak. Or two Dalatrasses could engage in a very vicious, public feud to hide the fact that they're secretly allying against a common foe.
It sounds like dealing with the Salarians has the potential to be very interesting.

Remember, Mordin teaches us that salarians have a really good sense of when they're lying to each other. They probably have rather elaborate social cues designed to mask why they're hiding a particular secret that doesn't have "you don't want to know this" stamped in bright yawning neon. :innocent:

I mean, I see your point in that there were more than two, but as far as expanding the conception of the species as a whole (yay stereotypes), the Salarians don't have many.
Then again, neither do the rest. Liara and Samara were hardly representative of Asari Society, while our only personal Turian friend is a self-admitted 'bad' Turian.

Especially the latter was a good look into how involved breeding is for the salarians and how it shapes their society...
Turians are the ones that are all over the map IMO. Supposedly most of the spectres historically have come from the Turian ranks yet both Garrus' father and Executor pallin who are "good" turians according to Garrus, despise the concept of Spectres....
So we have a race that are known as "people of action" and have long filled a role that requires individuality and working outside a structured environment yet the typical turian would hate the idea of spectres...
Confusing (although this is a good thing as it means you can't place a hat on the race easily).
