Yeah that's probably what they did, I guess Kaiden's suit makes up for it. Not a bad trade off though.

Fantastic design, looks perfect in every color combination. Wish I could put my Sheploo in it. Maybe it will be available as DLC one day, like Vega's armor is available at GameStop pre-orders in N7 colours

Actually Kaidan was never a grunt. When we met him I believe he was already spec ops. Not N7 obviously but most biotics in most Citadel militaries are put in spec ops sort of programs.IsaacShep wrote...

We'll have better comparison pics once the game comes out but you can still see small differences between the two.

looks like only men can hold onto their dignity throughout the series. Ash was cool in ME1 because there was a difference between her looks on the battlefield and onboard. Now we have these weird armor/casual hybrids. Un-cool.

Considering it's absolutely normal for the military to use the same "generic" uniforms for their personnel all way through the ranks, i'd say it's how Ashley is apparently an odd woman out in this regard in the entire fleet that's quite jarring, and i'd much rather see her given the same approach Kaidan got.

Kaidan is wearing utilities. (combat uniform)
Medals & ribbons aren't worn on utilities. A couple examples:
General Hagee, former Commandant of the US Marine Corps:

Colonel Lewis 'Chesty' Puller, recipient of four Navy Crosses for heroism and a legend in the US Marine Corps:

It becomes an issue if that's what she's going to be wearing in scenes on the Normandy. I'd like to have my Shepard hold conversations with her without rolling my eyes.
As to being a dress uniform: That outfit barely holds any resemblence to any Alliance uniform we've yet seen. I'd have thought the outfit Anderson was wearing would be closer to that description.
That outfit doesn't say "I've moved up in the ranks" so much as "Look at me, I got a makeover!"
Edit: Now if this is an outfit she wears only at the beginning, that's another deal entirely. I can live with that if she wears something more "Kaidan-like" on the Normandy. Or if we at least have the option to put her in something like that, or even keep her in her armor (as I said before, the armor I like) Somehow, I doubt this will be the case though. Choice in these matters is no longer popular with Bioware.
