I've recently persuaded Lorik Q'uinn into testifying against Anoleis, but I missed the cutscene where he got arrested. When I go back to the offifce, they're both gone. Does this still mean he got arrested?

I should have explained this better, I guess. So, I persuaded Q'uinn, then I got the pass from Gianna. After that I went to Benezia and after I came back I realized I hadn't seen Anoleis get arrested yet, so I went back to the office. That's when I saw they were both gone.
