Cos' EA publisher has the money, they have upper hand when it comes to deciding which development team they acquired they keep or not.
In this case, EA long ago decided rpg is niche genre compared to prominent genre like fps (call of duty which several millian is playing) and they decided to reduce money and time that is allocated to rpg dev like bioware.

No EA is not the publisher. BioWare is EA. EA acquired Bioware there is no contract, Bioware is not an independent contractor. Nor does contracting an indpendent developer work that way, developers contact publishers, to publish their product.
EA may choose to influence the general direction of BioWare or and IP, because they own it.

EA ( parent company ) bought out bioware (subsidiary company). So
EA is not bioware. EA owns bioware studio and has power to decide
which game bioware developes for how long.
Or I don't know the EA's exact business structure but
EA
owns many studios like bioware, and "THEY CAN MAKE BIOWARE DISSOLVE" if
they decide to if they think keeping bioware (component) is not
profitable any more.
EA is bigger, Bioware is a component of EA.
Maybe you can learn more about Merge and Acauisition if you decides to take economy class in college.
