Yes, the VS is now the commanding officer of the Normandy. Shep gets to command the SSV Emden instead, because a cruiser's firepower better befits the human who defeated the geth.

Paragons who saved the Council and got the Emden destroyed get to stay on Earth.

No. Shepard is still very much in command of the Normandy. And considering Shepard is a Spectre, as well as Ashley, they are equally ranked.
Spectre Status > Alliance Rank.
If Ashley ever tried to take command of the Normandy, my Shepard will throw her out the airlock without hesitation, even though she is my Shep's love interest.

Thank about it Shepard has been out out of the Loop for a year  Ashley has come in to her own  shepard will most likey get command agin  but i think for the past year the normandy was Ashleys i don't think she would give up her command

Six months, it was in dry dock being analyzed and taken apart/put together to see what Cerberus made.

I haven't heard any confirmation of that and untill I have my Shepard is still a Spectre. Regardless, Spectre status or no Spectre status, Ash goes through the Airlock the second she tries to wrestle control from my Shep.

I'm assuming that the VS would be second in command on the Normandy. Given both them and Shepard can be a Spectre at the same time, it would seem likely that they would both have a share of power and responsibility over the ship.
That said I think it's likely that Shepard would have more authority then the VS would. They would probably just stick to being second in command. In my case Ashley would be the kind of second in command who spends an unusually large amount of time in the Captain's quarters, if you get my drift...

EDIT: Also wow, five whole posts before the word 'airlock' came up. That's gotta be some kind of record^_^

we are  of the Same mind   but is vary  likey  we are not geting that Status back if we hade that Status am sure all the race's would fall in line but we got to earn there trust it seems

Also fun is I'm not even sure Shepard had more time in grade - after all when do you count it from date of first promotion? date of rebirth? how about the fact they got their rank stripped from them?

Shepard and Ashley are both Lt. Commanders.  Kaiden is a Major, and technically outranks Shepard.

Shep is more senior

and even if she did outrank him she cannot relive him of his command, neither can Kaidan. Shepard is the CO, unless given orders from an Admiral to give up command
