Flemith is evil, but not in the tyrannic sense. Ya know, she doesn't seem to want to bring empires to their knees, slaughter hundreds of villages, and burn/raze everything to the ground. Though she might want to later on after she furthers her power enough.
But she is incredibly selfish, consorted with a demon, who throughout the game, are never not doing anything evil. And even she recognizes the blight as a threat that could even serve to kill her. Hence saving the grey wardens. It was mutual. And being oh-so magically gifted, as opposed to saving Duncan or Calin, she probably saved you because she foresaw your greatness and probably had Morrigan out predicted. Right down to wanting to have your child. . .
If flemeth lived, and Morrigan bore the demon child, as I call it, flemeth would have probably A. Possessed it at a later date. B. Inhabited it from the womb. Or. C. Possessed Morrigan after bearing the child, and then possessing it later if she could. Who knows. Flemeth was the slow, calculating, predicting type. She dressed herself modestly and feigned wisdom for good reason. If she presented herself more dramatically, that would draw attention, and Flemeth, least of all, does not strike me as the sort of person who wants an army of templar barging into her swamp. Powerful she is. Stop the blight she could not. . . There are forces in the universe capable of challenging her, but she cautions over the grander ones, probably seeking to increase her power to more amazing levels before doing anything truly heinous to draw everyone's attention. We can assume only this about Flemeth: The older she gets, the more powerful she gets. Power breeds ambition eventually.
She struck me as a malevolent force who was biding her time and making her gains. The world is a much better place without flemeth. I can promise that much. And the desire demons really just play on everyone's wants, twisting them into a sad state of existence. If the whole world were like that removed little templar, it would suck. They sap you dry, and leave you when they are done. That included on the note of demons doing 'un-wicked' things. All they were really doing was sapping humans of their will and life, and then trying to talk you out of stopping them. : p Unlike rage demons, they are more powerful because they are more cunning. Like flemeth, who is very, VERY cunning.
Is Flemeth evil?

Well, not all of them are evil. Some are forced into it (remember the end of the Circle of Magi plot?) and some just can't resist (failed Harrowings). You're saying that all those failed apprentices and half the Circle of Magi are evil?
Those who fail the Harrowing or are possesed are not themselves anymore. They are not evil per say, but ti's just an empty shell of a body now (if they were possesed by force).
If they gave themselves willingly it's even worse.

There is a proposal about a being of such immense awareness and power that it allows disastrous events to happen for the sake of much better and much greater results in the future and that we could never understand its seemingly destructive (or even seemingly evil) motives without the same level of understanding and foresight.

For me it's simple - if it's true that she inhabits the body of her daughters then she's evil.
Beyond that, she's simply doing what she must to survive. (And while the daughter thing is survival, you don't get to kill your children and not be evil)
