I think Miranda is the best rival character.
She is written in a way you can have either of your renegade and paragon Shepard compete with her and still respect her habilities.
The only other squaddie who is written as a potential rival is Samara but I dontthink they push it far enough (yes you can kill her and keep her daugther but you can never really voice out what you think about her code, be it good or bad)

I agree that miranda is an equal unlike every other character which makes her more interesting.
As for Samara I initially found her boring but if you work through her dialogue options she is quiet interesting. However her code limits her options in what she will say and do

I think being able to rival a character is a very interesting feature (and makes that character that much more interesting). I mean, you could hate Garrus all you want, your Shepard still fought back tears when he thought Archangel was dying... (well not you personally, but you see where im going).
