 I was wondering whether achievements that are based upon numbers of enemies killed in a certain way (such as Tactician, where you have to use multiple biotic powers to take down an enemy) carry over from one playthrough to another?

For example, you need to get 20 kills for the Tactician achievement/trophy. So, if I get 10 kills this way in ym frist playthrough, and then another 10 in my second playthrough, will I still get the achievement? Or do I have to get all 20 in a single playthrough?

Excellent. That makes sense since usually progress towards achievement is saved on Microsoft or Sony servers so that it isn't destroyed if the data on your hard drive is lost.
