And I'm wondering, is there a way to get the PC versions of it on Steam
or something, along with the DLC I bought, without having to pay again
for them? I can provide proof of my purchases with my Cerberus Network
and such.
I own ME 1 & 2 for Xbox and some DLC for both...

I think they changed the cross platform accessibility of such things quite a while ago. You could always ask EA support but be prepared for answers and responses that you won't like.

That was only for the dlcs. You're asking for a lot more than that, and I personally doubt any company would just give you access to the same game because you own one copy for a certain format; as such I think that sort of 'blame' is somewhat misplaced. (There is no triple play equivalent in gaming as far as I am aware like we get for DVD, Blu-Ray and digital.)
The Cerberus Network is...depending how you are using 'Cerberus Network'. Some use that to refer to the dlcs, some use it to refer to the EA servers. After that it should be self explanatory.
