 Ok I rented ME2 on PS3 and I beat it. Since it was rented I didnt have access to cerberus network or the comic. If I buy the game new and start a new game with my old character will I get access to the comic?

You will, but you won't be able to make the decisions.
New Game Plus automates the comic.
