All I know, if they did use the same animation, people may or may not be angry and understood that Anderson was just saving her life, but there sure be some demotivational pictures of Anderson grabbing Shepard's boobs.

Maybe they hadn't decided which animation to use for that scene, decided to get the actors to try both set of animations to see which one looked more dramatic. Liked both, and instead of discarding resources, just used one animation for one gender, and the other animation for the other gender.
I prefer this reason, instead of the reason that Bioware catered to crazy people.
