According to the events of Retribution Anderson is a pariah within the Alliance. Is their something missing between the events of Retribution and ME3 in which Anderson now has the pull to get Shepard out of serious punishment

I think given the dramatic pause after the line, it's going to be something further explored later in the game. The devs said they were going give us more fleshing out of Sheps character so makes sense.
