I have noticed that even with all 4 of the lockpicking line activated there are still some that I cannot unlock, but usually Liliana can do it. I noticed that her cunning was higher tho.  So what stats do I need to have to be able to unlock anything that can be picked?

its either 34 or 35, cant say for sure. I stood next to a chest that i could not unlock with 33, leveled cunning up to 35 and i haven't found another that is still locked to me and i have nearly finished the game now.

From what I gather, you need only 30 cunning and maxed lockpicking. Other than that, there are *impossible* locks.

30 does not cut it. It will open ALMOST everything in the game, but there will still be a few chests that you can not get into even then. However, 35 will allow you to open them
