This might be an old issue. Don't know if there was ever a fix or what.
Computer (laptop) is
Windows 7 Home Premium
i5 @ 2.40 GHz, GT540M 1GB, 6GB
Mass Effect 2 will run just fine (at least 60 fps) for the most part, but at random intervals, the framerate dies for a second or two. Began more frequently later in the game. Sometimes it'll be during a cutscene, when some enemies appear, other times (like the Haedron mission, which has plenty going on) it'll be completely smooth even when something demanding is happening. This laptop seems rather capable of running it, and even after turning the resolution all the way down to 4:3, it had the occasional drop. Not sure how much is the computer and how much is an issue with ME2/ the engine. No filtering is on, Vsync should be off.

Most likely it is a background process or a hidden load of the game taking processing power. It may also just be a hidden load of data that makes the computer "pause" a bit while it uses the new data ingame. Most likely there isn't much you can do about it, other than closing all non-essential programs and processes. If it gets worse or makes the game unplayable you may have a bios setting or driver that doesn't really like ME2.
