Courtenay Taylor. I love her voice so much. She's working on a lead part in a video game and I can't wait. She added so much character to Jack

Courtenay Taylor is a master of her craft, my favorite in the series hands down. Lance Henriksen and Ali Hillis are also excellent.

Martin Sheen, Keith David, Michael Beattie, Brandon Keener, Liz Sroka, and Mark Meer are pretty much the top tier of the voice actors to me.
There's plenty of other talented people like Courtney Taylor and Yvonne Strahovski, not to mention much of the supporting cast that I can't recall by name, but they all literally shape their given parts into an instantly recognizably character flawlessly. The six I mentioned before stand out in particular, though.
Ali Hillis isn't one of the best though, neither is Jennifer Hale honestly. Meer doesn't really stand out on Shepard alone, but combined with his interpretation that established how an entire race sounds (The Vorcha) plus his humorous performance as the Biotic God push it over the top. His diversity earned him the spot in my eyes.

They're all good, can't really think of any bad ones.

Courtney Taylor is my absolute favorite. She kicked ass as Jack.
Mark Meer isn't bad and he rocked Mass Effect 2. Martin Sheen and Carrie Ann Moss were cool also. The guy who did Mordin was awesome. Actually I thought all the Mass Effect 2 characters were well voiced besides Jacob and I liked Ashley in Mass Effect 1.

Liz Sroka did a good job improving in ME2. Tali's voice in ME1 is very inconsistent. Her accent either changes, or goes away.
I also think Mark Meer did a much better job in ME2.
